Arunachal Panorama festival concludes

RONO HILL, Apr 8: Does a pan-Arunachal identity exist in our State today and if so how strong is it? Can Arunachal carry the burden of not having a strong unified identity? What can we do to enhance this identity - were few of the far-sighted inquiries that students of Rajiv Gandhi University, academicians, social activists and media persons of the state shared during a symposium on “Pan Arunachal Identity - A Myth or Reality?” which was conducted as part of the two-day Arunachal Panorama festival at the RGU campus yesterday.

Dr. Nani Bath, Associate Professor in the department of Political Science attending as a panelist opined, "We belong to a largely conservative and inward looking community. Significantly, entire tribal groups of Arunachal bear the same routes of origin and migration. So despite keeping a community diversity, we need to develop a common Arunachali identity shared through dance, song, dress and even one link language for all."

Dr. Bath felt that a festival like Panorama should be put forward in every corner of the state to display the diversity, and yet celebrating its unity. He also said that while this unity was very critical for the fruits of development to percolate down to the people, it must at the same time not be divisive and must not displace communities.

Editor of Arunachal Front and one of the pioneers of the media in the State, Pradeep Kumar said that the notion of a pan Arunachal identity is not mythical, but rather a reality. What needs to be done is for the youth of the State to come forward and actively uphold this by way of knowing each other better and respecting our diversity.

Another panelist, Taring Mama, Chairman of the Arunachal Citizens' Rights (ACR) said, "Until and unless we listen and understand to each community of the state we would not be able to create this pan-Arunachal identity". Arunachal as an entity is already known across the world owing to its strategic geo-political location on the world map, but do we really identify with this in our worldview? To holistically sustain this identity, he underlined the role of educational institutions, media organizations and the Legislature and political leadership to achieve the goal of a pan-Arunachal identity in the coming days.

Biru Nasi, General Secretary, AAPSU said that while one goes outside the state, a sense of insecurity due to our limited numbers brings about this sense of pan- Arunachal identity - so it is a reality. But within the state it is still largely a myth. Participating as one of the panelists at the symposium, the General Secretary of the State’s apex student’s body informed that AAPSU has already launched a series of programs to bring out communal harmony in the state. It has also started the process to amend the Constitution of the students’ body to accommodate equal representation from each community in its Executive Body and this would be implemented from the next election, he informed.

Moderating the wide spectrum of the discussions between the students and the panelists, filmmaker and faculty member Moji Riba wrapped up the symposium by noting few key recommendations that emerged. These included bringing about a change in mindsets and creating a sense of respect for each other, need for a strong regional political party in the state to air the aspirations of its people, for textbooks and curriculum content to be introduced at the elementary level about the diversity of our tribes, the need to encourage inter-tribe marriage and to strengthen an apex body of different communities like the Arunachal Indigenous Tribes Forum (AITF) that can act both as a bridge and as a conflict resolving mechanism.

The symposium was followed by display of various traditional games as well as presentations on rituals, folk songs and dances. This was an apt complement to the traditional huts of various tribes that were constructed and the sharing of the cuisine from these tribes.

A display of traditional attires and innovations in design saw the culmination of the Arunachal Panorama, when the embers from the traditional hearth that had been burning for the last two days, were collected- to light the fire in the next festival. NCP to go alone in PR polls

ITANAGAR, Apr 8: Unlike Maharashtra Municipality and Panchayat Elections where there is healthy alliance between NCP and INC, the NCP Arunachal Pradesh has decided not to go for pre-poll alliance with the ruling INC Party.

Having taken the approval from the NCP Supremo Sharad Pawar, NE incharge Praful Patel and National General Secretary Tariq Anwar, the State NCP President Kahfa Bengia disclosed that the NCP central leadership has taken a very serious view of the recent wholesale merger of all five NCP legislators with the ruling Congress Party and thereby breaking the holy coalition dharma of the UPA at the Centre.

Setting the ton for free and fair municipality and Panchayat Elections, Bengia stated that honesty, credibility, acceptability with fair degree of educational qualification and experience in public life shall be the guiding criteria for selection of NCP candidates.

Disclosing that the party is at the verge of completing its people friendly manifesto with the primary emphases on providing security and peace to its citizens, Bengia urged the voters to abstain from all sorts of allurements and false promises specially from the ruling regime and come forward in creating a vibrant Municipality that would guarantee all round development irrespective of caste, ethnicity, religion and region. The NCP President further disclosed that to defeat Congress policy of divide and rule, the NCP units of the state have been instructed not succumb to such divisive tactics and if need be, align to any other likeminded individuals and parties that stand for giving real power to the commoners, reviewing anti-people policy on hydro power and mines, bringing down the sky rocketing price rise of essential commodities, zero tolerance to corruption and transparency in public life, clearing long pending dues of the Govt. employees, solving the vexed refugee and border disputes with neighboring states and most importantly instilling a sense of security and optimism amongst the youths of the state.

A unique awareness prog for parents

ITANAGAR, Apr 8: About 100 parents and students gathered at Anchal Samity Hall, Roing on Sunday to take part in the awareness programme ‘Parental Awareness and Children’s Education in Mishmi Society’ organized by Mishmi Scholars Association (MSA) in collaboration with Enjalumenda Women’s Empowerment Forum (EMWEF).

The programme which aimed at raising awareness on parent’s role in children’s education and motivating the parent as primary stakeholder in building of a society was prompted by the growing concern over lack of educational progress in the Mishmi society.

Participating in the event Radhilu Chai, Vice Chairperson, Arunachal Pradesh State Women’s Commission (APSCW) observed that “This is the first time I am ever attending a seminar on parenting in our tribal society.”

Considering the paramount role mothers play in child’s growth, she said the tribal society must encourage women to inherit parent’s immovable properties and called for family and societal support. She also encouraged the organizers to work towards a common platform for all Mishmis.

“In today’s changing socio-political scenario, when all the tribes in Arunachal are witnessing huge changes, role of MSA in Mishmi society will be very important. If we want our voices to be heard, we should unite to form a majority and not get divided as minority,” said Chai.

Speaking on the occasion, Vijay Swami, Executive Director, RIWATCH said, “In the last 30 years, Arunachal has witnessed vast changes in education scenario. There was a time, when our parents were illiterate and concerned about our education. Today we are educated and again concerned about our child’s education.”

Having observed children being sent to different boarding schools in futile effort by parents in search for good quality education, he said “The belief is that sending children to good school will bring better education. But what parents forget is that it is they who can make all the difference,” he said and added, “Teachers can never be a substitute to a parent.”

Earlier, in his opening speech, Sokhep Kri, Chairperson, MSA and State Editor, Arunachal Gazeteer said, “The dawn of modern education in Mishmi society started very late. It began with a school in Chidu, Lower Dibang Valley district in 1950. We were deprived of education from early days. ”

“Therefore to have sense of the past and to plan accordingly for the future, we have to dwell on the issues and problems in the community,” he said.

The discussion in the seminar cum awareness programme began with the topic ‘Current challenges and issues of parenting’ by Rakhi Linggi, Secretary, EMWEF. She outlined three main issues – sex education for children, drug abuse and lack of genial ambience for child’s growth.

Speaking on the subject ‘Parental involvement in home’, Krishma Pulu, member, EMWEF said parents must inculcate sacrificial attitude. “Children learn from our deeds and not from words.”

Dr Rama Tewari of Art of Living (AoL) speaking on the topic ‘Spiritual education: A child’s right’ said that as a spiritual being, children are also capable of empathy and understanding the spiritual dimension. “Their creativity should not be killed by trying to make them what they are not. The ultimate goal in a child’s life should be happiness.”

While speaking on the topic ‘Parents role in child’s education,’ Dr Manaya Mena, Chairperson, EMWEF said, “Parents cannot escape from their duty by sending off them to a hostel. They need our care. If we send our children to hostel when they need us, then they will send us to old age home when we need them.”

The awareness programme felicitated Dibili Miuli, Emme Mihu and Sole Mickrow recognizing them as successful parent and for being an ideal to their children and to the Mishmi society. They were awarded with an appreciation letter, a Mishmi shawl and cash prize. All three achievers share similar background of being uneducated and from interior villages and had raised their children in difficult circumstances.

Highlighting the importance of Parent-Teacher Association (PTA) in child’s education, Sailu Bellai, Principal, VKV, Tezu said, “Every father, mother and a guardian is a teacher. So why not we all teacher sit together and work for our children. Today if I am able to stand before you, it’s because of my teachers and parents.  So I am here not as a resource person, but as member of MSA and speak here not based on any research or thesis, but through my own experiences and observation.”

In the final topic of the session ‘Source of child right’ by Sunil Mow, member MSA and Human rights advocate highlighted various legal provisions for protection of child enshrined in UN instruments, constitution and Indian Penal Code.

Police brutalities

Dear Editor,

Through esteemed column of yours let me express how I was humiliated in front of public by CRPF Jawan & APP police personnel at “Ganga Market” on 6th April. May be it is curse to be AAM ADMI (Common Men) in India where law is applicable to section of people only i.e. us the AAM AADMI.

On 6th April 2013, I was quite happy that I started day with enthusiasm as I had an opportunity to participate with GREEN PIONEERS in pre-preparation for Tree plantation program. I left the venue happily considering I did something worth for a day & went to my friend’s place for the lunch party. It was wonderful day as delicious food coupled an opportunity to meet with my university batch mates, by 4 pm our lunch program luded & I had to drop my Assamese friends till Ganga bus stand. I must admit I had carried three people in my bike (Including me) on the way to the bus stop, but what exactly happened at Ganga market still haunts me. Nearby R.K mission first gate I saw CRPF Jawan signalling us to stop which I duly obliged. Later I tried my best to convince one of CRPF Jawans politely that I am sorry that we made mistake. Another CRPF Jawan who was standing in some two meter distance used abusive language & asked me to get down right there where I stopped my bike ,then I realize that I have covered some space from a main road which may cause problem to traffic movement & replied him back in bit high tone "SIRJI TODA PYAR SEY BAAT KIJIYE MEIN BIKE KO SIDE MEIN PARK KARLETA HOON". I don’t know what else was in his mind or what he had interpreted of what I had said & he started abusing me further & start beating me with LATHI, then I couldn’t resist and I too started shouting in protest WHY YOU ARE BEATING ME? WHAT WRONG I HAVE DONE? TAKE ME TO HIGHER OFFICIAL SO THAT I CAN CLARIFY MY STAND & God knows what other words I have used out of anger. For every word I spoke CRPF Jawan responded with LATHI .After sometime we reach the place where magistrate MR TALO POTOM was sitting, before I started speaking with Potom sir to place my version of incident one APP constable blindly accused me of being drunk. I then got more furious and shouted at him in front of whole public saying "HUM KAHA PIYA HUA HAI MERA MOUN SOUNG KE DEKH LO." After these words of mine even APP CONSTABLE started beating me along with CRPF Jawan. All encircled me as if I was the most wanted CRIMINAL & Magistrate still stood there watching me getting mass beating without interfering the matter. Leave alone the interfering he won’t even provide me an opportunity to justify my stand. He then instructed his driver & one constable to take me to BANK TINALI POLICE STATION, then I asked him what to do with my bike & hand over my bike key to other police constable there at duty & got up in the magistrate vehicle cooperating with them. In the police station they asked me for documents related to my bike, on producing them they ask me to call one of the family members & ask him to be there at THANA. . As I took out my cell phone to call I realize my cell has been broken when I was beaten up by JAWAN! After sometime they allow me to leave from the police station by noting down my details and provide me with one hand written letter so that I can take back my bike. On approaching Mr Potom for my bike his response was really cordial & he explained me of the problem they have been facing in maintaining proper parking management in Ganga market area. Well I appreciate his gentlemen attitude & the work they are doing for us. But my only question to them will be is it right to beat somebody black & blue by jawan on duty just because one has violated the traffic rule & dare to voice out in protest for his right? I don't deny that I have violated the traffic rule & was ready to go through the official procedure as per rule for the violation. In school we have been thought to stand up for one right, alas!! Those teachings proven wrong today and only they are right who has the power. Sadly we commoner are reduced to ashes as there is no mechanism to address the grievance of the AAM ADMI. Some police personnel’s in uniform are terrorizing the citizen by directly resorting to a physical act without judging the situation. I feel there should be strict code of conduct for police personnel too & they should be given special training in Public Relation. Because of the barbaric attitude of some police men, the public are scared to approach police & they rather prefer to alienate themselves from the police. Lastly, if beating up someone by men in uniform just because he dares to speak up for his right is legal, then why to condemn when some govt. officer get beaten up by public for his/her wrong doing? Is it because law is only meant for aam aadmi ? Or is it that we commoners should always remain silent in front of uniform wala no matter what & consume the injustice like daily meal or we should stand up boldly when we are right? I am baffled!! . My wound may heal with time but what about the self-respect that I lost in front of public? Oops….who cares after all I am just another AAM AADMI.

Your’s

Michi Tabyo,

Itanagar

Police and their woes

Dear Editor,

Through the column of your daily I would like to highlight the poor condition of police personnel in capital complex.  Recently I was with police personals regarding some criminal case which took place at Polo colony, Naharlagun. We were on the way to Polo colony and suddenly the police gypsy stopped in between road and driver repeatedly tried to start it. I joked with a police officer saying, “AREE YAR POLICE KA GADDI START JALDI NAHI HONE SE TO GUNEHGAR BAG JAYEGA”. Then an SI told me that PETROL KHATAM HO GAYA ISLEYE START BANDH HO GAYA HOGA. HUM LOG KO SIRF 5 (five) LITRES PETROL PER DAY MILTA HAI. After knowing the facts, I was shocked and felt bad for the police officers. Most of the government vehicles are used by officers for vegetable marketing at Harmuty and for dropping their relatives, children’s at Guwahati and Shillong. They use petrol and diesel allowances for such leisure trip too. But police who are supposed to protect us are only given 5 litre petrol a day. The gypsy vehicle used by police consumes heavy petrol and therefore 5 litres is just not sufficient enough.

Adding to it the condition of police station is also very bad and need urgent up gradation. Further I also got to know that special branch of police do not have single vehicle for official duty work. How can we expect them to carry out duty on foot march? It is one of the reason why state police lacks strong intelligence network and therefore criminals never gets arrested on time.

An important beginning

Dear Editor,

Hats off to the Apatani brothers and sisters for having taken lead in augmenting their local dialect by launching the first fortnightly local language newspaper from Ziro. Such step is the need of hour and indeed the only hope to build a common regional language for our state in future. I also would like to appeal the policy framers and general public to give serious thought on venturing new ideas like introducing subjects of own local dialect in schools of each districts [except for non-resident], and if possible creating a standard to test the mother tongue of every qualified candidates especially in State Civil Service exam and also in other exam conducted by the government. However these are just a personal gist to give my poor ideas a definite shape through your invaluable opinion.

Yours,

Philip Jerang

Landslide

A new technique that can identify catastrophic landslides based on their seismic signals could one day lead to a global system for identifying regions at particular risk from this hazard.

Giant landslides involve millions of tonnes of rock and debris moving downslope at speeds often above 110 miles per hour. Such events are rare, but, when they occur, the loss of life and damage to property can be enormous.

In 2009, several hundred people were killed when typhoon-loosened rock fell from a mountain onto a remote Taiwanese village.

Some 300 landslides of this scale have been documented scientifically since the nineteenth century, but there is still no global system for identifying these events as they are infrequent and often occur in remote areas. It can also take a long time to confirm individual landslides, particularly when they occur in isolated places.

"In Taiwan in 2009, it took 48 hours for the authorities to realize a landslide had happened, valuable time that could have helped people to be rescued," according to Göran Ekström, study co-author and professor of earth and environmental sciences at Columbia University, United States. In a paper published in Science in recent past, Ekström and his Columbia colleague Colin Stark say they have found a way of distinguishing the 'surface waves' associated with giant landslides from the background cacophony of seismic noise, particularly from earthquakes, using a data analysis technique.

Applying their technique to historic seismic data that is freely available online, the pair confirmed several known giant landslides and identified others that were previously unverified.

One of the results independently confirmed anecdotal reports that a landslide had struck a remote village in northern Pakistan on 4 January 2010.

One current limitation of the technique is that it overdetects, generating about ten false positives for every genuine landslide. As a result, seismic signals must be verified against visual evidence of landslides on satellite images.
